Data Management Maturity in Organizations

To achieve a sustainable and successful Data Strategy over time, it is necessary for the Organization to have a minimum degree of digital and data maturity in order to advance in its design.

Before starting the process of building a Data Strategy, it is important to evaluate the maturity of the organization in this area. This will provide the organization with an initial diagnosis of the strengths and weaknesses, which will facilitate the creation of a roadmap that allows prioritizing the necessary actions to achieve the desired data maturity.

Null Low Medium High
There is a lack of information or actions reflecting maturity in the government's digital and data infrastructure. Initial actions in policy, leadership, and planning are recommended to begin building the foundation of a Data Strategy. The actions and initiatives are in an early stage of development. It is recommended to consolidate and institutionalize policies, organizational structures, objectives, and specific actions prior to designing a Data Strategy.

The government has sufficient actions and initiatives for the development of a sustainable Data Strategy.

It is recommended to monitor the initiatives and identify areas for improvement, as well as maintain constant engagement with the data user community to scale data projects that generate social and economic value.

The government has ideal actions and initiatives for the development of a scalable and sustainable Data Strategy.

There is a mapping at a general level, without knowledge of the specific data used. There is a study on the supply of data products and services in the public sector and other sectors with rough estimates of the value of companies.
Recommendations for raising the level of maturity to MEDIUM Best Practices
  1. Carry out a mapping of initiatives, projects, services or products developed by companies or organizations that use government data.
  2. Measure the economic value of the companies or products developed in order to estimate the market value related to data.
7.3 Are there programs/events/pilots to promote the use and exchange of data between public institutions and with actors outside of government?
Condition Null Low Medium High
7.3 Are there programs/events/pilots to promote the use and exchange of data between public institutions and with actors outside of government? Not Available They exist only between public institutions. Some events or pilots have been promoted to promote the use and exchange of data between public institutions and actors outside of government. There is a public strategy to execute programs/events/pilots on a recurring basis and with the aim of increasing the demand for data and strengthening the user community.
Recommendations for raising the level of maturity to MEDIUM Best Practices
  1. Based on the mapping of actors and the community of practice that is identified outside of government, initiate a communication and linkage strategy to promote the use and exchange of data for economic and social development. It is recommended to take as an example the initiatives promoted under the open data agenda such as hackathons, data jams, public challenges and others.

There is a social recognition program for organizations or companies that use and share data.(Eg advertising, recognition at public events, interviews). There is a system of tax deductions or credits aimed at promoting investment in issues related to the generation, use and sharing of data that solve public problems or promote economic development. This system is part of the tax law of the country or local government.
Recommendations for raising the level of maturity to MEDIUM Best Practices

Condition Null Low Medium High
8.1 Is there a public or private catalog for access and massive consumption (bulk) of data sources through APIs? Are these used only by the government itself or are they open to other actors? Not Available There are some APIs that are used for queries and data transfers between public institutions. There are APIs that have been used by actors outside the government for queries and data transfers, however, they are not as well known and the process to access them is not clear. There are APIs open to any public or private actor for consultation and data transfer, accompanied by clear user manuals available online.
Recommendations for raising the level of maturity to MEDIUM Best Practices
  1. Create a directory of the APIs available in government organizations and the use that is given to them (actors that use them, types of data that are consulted, frequency, etc.) to create a catalog of them that can be shared between institutions and potentially between any actor.
  2. Design and implement a documentation and communication strategy to publicize existing government APIs so that they can be used by civil society, academic and industry actors.
8.2 Is there a directory of services or data exchange tools between internal and external government users? Does this directory include manuals and documentation necessary for its use?
Condition Null Low Medium High
8.2 Is there a directory of services or data exchange tools between internal and external government users? Does this directory include manuals and documentation necessary for its use? Not Available Channels and processes are being defined. The channels and processes are defined within the government but not by the user. Defined and has a communication strategy to share with users and promote the use.

  1. Carry out a mapping of the information exchange services that national or local government institutions have, and generate a public directory accompanied by the description of each service.
8.3 Is there a technological sandbox where generators and users can experience data transfer models for specific purposes?
Condition Null Low Medium High
8.3 Is there a technological sandbox where generators and users can experience data transfer models for specific purposes? Not Available The feasibility of developing one is being evaluated. Under development or existing but has only been used within a government agency. There is a technological sandbox in an area of government that has served to transfer data between two or more areas of government. There are discussions to pilot exercises with industry, academia or civil society.
Recommendations for raising the level of maturity to MEDIUM Best Practices
  1. Initiate an awareness and training strategy to understand the benefits and opportunities of test banks (sandboxes) and reduce uncertainty among government technology teams.
8.4 Are there initiatives or pilots on the construction of a data market at the national or local level? Has cross-border data sharing and transfer been considered?
Condition Null Low Medium High
8.4 Are there initiatives or pilots on the construction of a data market at the national or local level? Has cross-border data sharing and transfer been considered? They do not exist or are not registered There are some examples of data exchange between government and companies or civil society but they have not been documented or followed up. A strategy is being developed to define the rules, processes and tools to meet the supply and demand for data between actors inside and outside the government. The proposal for a pilot data market between government actors and other actors (governments, companies, academic institutions) from other countries is being developed.
Recommendations for raising the level of maturity to MEDIUM Best Practices
  1. Establish an expert group to analyse the linkage between data protection, information security, data ethics and other legal aspects, as well as those technological requirements that together enable a data market.
  2. Start data exchange pilots between government institutions and private or social actors using a regulatory and technological sandbox for testing.
