Countries with more sophisticated data infrastructure have been adopting an increasingly holistic approach to data management, which facilitates coordination and promotes innovation while safeguarding privacy and individual rights. Recognizing the diversity of the region and the different levels of progress among governments regarding data initiatives, this tool represents an opportunity for countries to conduct a self-assessment, that will determine the maturity level of strategic elements in their data management. As a result, administrations will be able to identify areas for improvement and establish priorities, enabling them to develop a national (or local) data strategy.

Arturo Muente
Arturo Muente Kunigami has more than 20 years of experience in open development, telecommunications and financial services. Currently, he is the Lead Modernization of the State Specialist at the Inter-American Development Bank, where he is responsible for digital government projects, civil registries and identity, and data analysis. Before joining the IDB, Arturo worked for a decade as a World Bank official, leading the design and implementation of knowledge products and investment projects in the area of telecommunications, information technology-based services and smart cities in several countries around the world. . Andrea Barenque
Andrea is a specialist in Data Policy. She worked as a Mexican government official for more than eight years. Her last position was in the Digital Strategy team, as Deputy General Director of Open Data and part of the management team of the datos.gob.mx platform. She is part of the Public Digital Network. Dan Abadie
Daniel Abadie was appointed Undersecretary of Digital Government of the Government of Argentina for the period 2015-2019. As Chief Digital Officer, he advised the President on the digital economy and digital transformation. He led the 2018 G20 discussion on Government Transformation during the Argentine presidency. He was the head of Digital Government Services for Argentina, led the design and implementation of the Mi Argentina platform, launched the first digital driver's license, the single domain website Argentina.gob.ar, a virtual assistant for maternity and early childhood , Chat Crecer , and the National Plan for Digital Inclusion. In 2019, he was chosen by Apolitical as one of the 20 most influential people in the world in digital government, he won a Webby Award in the health category for the virtual assistant Chat Crecer and a TEDx speaker.
